SECTION 1.

Dear Mr. Addis,

Foreign Office, March 16, 1911. I AM desired by Sir E. Grey to thank you for sending us a copy of Mr. Hillier's telegram of the 10th instant, enclosed in your letter to me of the 14th, respecting the Chinese proposal to exclude the Chingmen-Hanyang section of the Hankow-Szechuan line from the scope of the Hukuang Agreement, and suggesting that the British group would do well to acquiesce, if the Germans and Americans do not raise objections. A telegram was received from Sir J. Jordan on the same date with reference to Mr. Hillier's communication, stating that he understood that the French, German, and American Ministers had approved the proposal, and pointing out, like Mr. Hillier, that if the Americans and Germans were satisfied His Majesty's Government had no reason to object, our great interest lying in the construction of the Canton-Hankow line, which should be hastened at all cost.

We have informed Sir J. Jordan that we have no objection to the proposal.
